If by "they" you are meaning the scanlators, that most likely isn't the case and is not allowed by Mangadex as a whole. It's the publisher that is doing the splitting, sadly.

Well then, they could can merge them. Heck, even the TL credits for 42.1 and 42.2 are the same so what's the problem? The other guy who did chapter 42 uploaded it whole, not halved.
