...You would be surprised what gets put down in governmental continuity/emergency action plans. I'm not saying that there is glass container with "IN CASE OF ISEKAI BREAK GLASS," but to give you an idea the U.S. government drew up plans called "War Plan Red" in the 1970s which basically detailed on how we'd invade... England. And Canada. I'm guessing to finally get that bicentennial revenge against those damn Red Coats or something. Then there's the infamous Rex 84 (which some people still think was fake, but it was real - disturbingly real - albeit just a plan on paper at the time). The CDC was also criticized about wasting taxpayer money for drawing up Zombie Apocalypse disaster plans, too. Years ago there was also a bit of an uproar when claims about U.S. government response plans for alien invasion existed and people were point to this as proof that the government knew about aliens despite, again, such plans even for the absurd being penned to paper regularly because of bureaucracy/administrative bloat ("If we don't do something to justify our jobs, they'll start looking to curtail our budget, or even worse, fire us.") and boredom/paranoia.
The other thing, too, is nations that had to deal with Cold War repercussions (Japan: checkmark) and were allies of America (Japan: checkmark) got heavily influenced by America and NATO and god knows even lots of Japanese military gear is American derived. Lots goes for their doctrine, tactics, ect. And because there's been literal mountains of manuals, studies and guidelines written on chemical and biological warfare agents, you'd simply utilize those and adapt as necessary. She's from another world? She can conjure fire? Well, unless the disease(s) she is potentially carrying are magical and thus defy known science, it doesn't matter and doesn't change a thing. Use standard protocol.
In fact, I'm surprised the author/mangaka got so much right and it seems like they actually did their research. The only things that I question come from a more American mindset and I think her "escorts" would be armed. And there are a couple of times where I think the protective measures are probably not taken as drastically as they would otherwise be given the right oversight. I think something along the lines of CDC BSL-4/U.S. military MOPP-4 standards being mandated, at least initially. So those people picking her up and the attendants might have more protection on.
