Plus, given how this has already gone, this is going to be toxic yuri, not some healthy and happy depiction of incest. As much as it might get reveled at and enjoyed, both by the story and the reader, this is already presenting the little sister as a weird stalker, not as a healthy person with healthy desires. Even if the sisters end up together, explicitly or only implied, this is hardly going to be a positive representation of incest.

I do not know the law verbatim, but this loophole is covered, even if there was one in the first place. A regular consensual relationship, not matter how toxic we might perceive it as, will not pass. You cannot depict marriage, and you cannot depict consensual sex where all parties involved are aware of their blood relation. You may use incest as a plot device, you may use it as drama, but you're not allowed to fetishize it.
