Iirc it is/was worse with out it, a video i watched about how track records were being broken due to shoe tech becoming so much better had a very brief point about the problem with some current false start rules. Some athletes would force a false start to have a re-run whereas everyone who didnt know it was a false start would do the run properly. So the person who knowingly did a false start would just walk it off and get to do a redo with the same tired competitors because of how scheduling in track meets is tight for both the scouts and teams competing. So id argue a 1 strike false start rule is better to prevent bad actors within the sport trying to game the system instead of improving ability.Wait, straight up disqualified?
