Mina clearly ran away from "home", where she had a "father". As her sister, Luna still considers her "father" to be Mina's father while Mina doesn't seem to feel the same way. From Luna's (brainwashed) perspective, Mina can't have a new father, and therefore Reda's offer to be her father is trickery or delusion.
