Highschool DxD LN is good compared to the vast majority of this genre. The only thing Mato Seihei has more than DxD is the fanservice being push way further. But DxD is a real harem, and we all know Mato wont with a harem.
The story of the two have the same quality for now, Mato Seihei is a power fantasy and Highschool DxD is an heroic fantasy.

Also, Highschool DxD is not the first ecchi, there were quite a number of them even before this. Love Hina and GTO probably had more influence in modern ecchi than DxD had.

DxD actually has a pretty awesome setting and concept. I actually always felt it was held back by the ecchi being a bit too gratuitous (the manga/anime.)

The LN was pretty decent but the translation I read kinda sucked. Lots of keikakuisms. Like using 'oppai' all the time, or 'kaichou'. Readable, but not very good.
