Nah, the public thing ain't it. Kei routinely hands out flyers in the maid uniform outside of the cafe, so that's pretty much more public than this is. Crossdressing is just part of the job at that other spot for him now I'd assume, he doesn't need it to get closer to Mayu or anything either. Yuki is just being Yuki and all so nothing to add on that end.
