I wouldn't be surprised by that. Back when I followed Japanese news many years ago, I saw photos of idol group CDs laying in the trash by the dozens, after someone had just secured multiple points for voting events. Or something along those lines. Pure idiocy and waste of resources, but it works for the yakuza running the idol business. So, yes, despite there being a whole shelf of different Hitomin movies, maybe they indeed only want to sell a truckload of the single latest movie, not caring if people just throw extra copies straight into the trash can or sell them on Ebay for 100 yen apiece.

I don't think it's definitive either way, but the fact that the promo banner is right under a "rough sketch version" of the cover of the new release seen in his hand leads me to believe it was just for the newest one. Kind of a moot point as I assume dude's got digital versions of her entire "body of work." And memorized them all.
