It is more like young Amane and his parent , I think it Shihoko sent picture to Mahiru but it seem probaly reflecting their future too but not in this chapter because that time they still doesn't aware their feeling yet

It's hard to say, since the context is so vague it could take place almost anywhere in the timeline after he gave her Kuma-san. It's clearly supposed to represent his parents, but her own imagination could easily be mixing in.

Well, this is a pretty big chapter, plot wise. Her parents never wanted her and treated her coldly as a result... Explains a lot.
