If you watch the anime, you can see them start that stage already by the end of the first season (second season hopefully by the end of the year). And, from what I understand, the light novel reached that stage long ago and is still going.
Manga is going to take awhile to get to the same point, I figure. We're not even into Vol3, according to the credits sections noting where in the LN we're at, and I hear the confessions are at the end of Vol4.
The fact is, they have their own issues to work out before they're both ready for a relationship, far as I understand. If you can't stand the slow pace, maybe this isn't for you.
