so from what im understanding, he sees them as scared of the outcome of the battle and now hes scaring them even more from the outcome of not battling, thats a good way to make them move, make them feel they have no choice.

He means that they can't trust a society they can't fit into, and which has rejected them. Trusting others in the underworld means you might be taken advantage of, and in worse ways than in regular society. So what Tanzawa is saying is essentially that he, as the leader of Kilihito, is going to use the other members of Kilihito to punish anyone who betrays Kilihito, so together they're creating a group within which they can afford to trust their friends with less risk of being betrayed.
