Yeap, there seems to be at least a possibility of real repentance and change from him. Also good that he's choosing to imprison all the nobles who have been nothing but problematic and selfish. You can't really bring change properly until you completely clean house all of the problems, or else they'll just continue to become stumbling blocks or obstacles. The king also chose to give that bonus because he realized he hadn't even thanked Horus at all for all he's done and that he feels bad that he never really compensated or acknowledged him properly. And by actually deciding to do a good thing, he in turn received much good in return by having all of his country's debt erased. Now, as the hero girl planned, both sides can use this opportunity to weed out the real problem nobles who choose to yap again because the debts have been paid and cut them off permanently.
