It's consistent with what we've been told happened to men that the Demon Lord thought were actual threats that she could get to (Horace being protected 24/7 by, essentially, an army of Terminators inside the castle of the capital of the most powerful kingdom, obviously being someone she couldn't reach).
I don't know if the author actually planned it out this way, but the nobles being this stupid does make sense with what we've been told. The age bracket of the nobles (they are old enough to have been prime military fighting age or to act as commanders during the war against the Demon Lord), the fact that we haven't seen a single woman among the stupid nobles, does fit in with the idea that the Demon Lord caused a competency drain on the male population of the nobles of the world.
Whether intentionally or not, the nobles not being able to properly govern their territories and causing unnecessary problems for the women who saved the world is a result of the Demon Lord's actions.

I don't think he thought the nobles might be competent; Chapter 6 Page 9, the King was already drawing up lists on which nobles to imprison where. Considering the complaints from the commoners that Horace (or Horus, whichever way you want to spell his name) had to field, it does seem like it wasn't just the upper echelons of the nobility and government that suffered from the Demon Lord's competency drain. So there probably wouldn't be much of a difference between a random peasant and the typical noble that survived through the war by being too stupid to not be targeted.Babbling about your evil plan right in the same place you hold the international meeting is certainly a choice.
You could pretty much replace those nobles with some random you bump into on the streets and it won't make a difference. Even worse when they actually work better than the actual nobles.
