It's a meme because it's a speedrun, sitting around and letting the boulder kill the soldiers just to avoid dying and restarting goes against the spirit of speed-running, hence the message mocking them for their passivism (herbivores grazing on grass).

Pretty sure you cant. Its basically a leaderboard infection and speed is the key on the infected restaurant order. So its all glitched runs. Also these are one of those scp entries with minor writeups that have not been expanded by their original authors in years. Im not sure if you can edit or add "additional d personnel testing" or "possible addendums"
