@Feeder Well, when skelly burns another tree(not SCP-060 tree) it spawns a minion.Also, it is hostile to life. If it break loose to its containment zone, it can potentially destroy a civilization with its burning skeleton army.

It's not. Not by the retcon locked box system, and not under the series 1 system this particular SCP operates under. It creates saplings, yes, but the page states they're easily uprooted and shredded safely. it also cannot spawn multiple skeletons, so there's little risk of proliferation unless containement really fucks up. The only element here is the skeleton's intelligence, so its potential to eventually outwit the current procedure of extinguishing him, but it's too hypothetical and remote to justify keter, whether it's by containment difficulty or potential threat.
Here's the thing though, keter in series 1 was purposefully vague. It was essentially an ominous sign at the start of an entry saying "alright, we're done fucking around, this is one SCP you don't want to get complacent about". It was up to the writer to deliver, and this one doesn't really.
This is why locked box was eventually made, to provide a stricter guideline, but it also made it too easy to write a keter.

That's wrong actually. Only one instance of SCP-060-A can be spawned at a time. It only creates saplings where it can spawn later after its current 'life' has been extinguished. So no skeleton army fortunately.

According to this chapter, this SCP is relatively easy to deal with, to the point where you could feasably eliminate all instances of it. Such an operation would require vast ammounts of resources to subdue the skelly, but as long as it doesn’t burn down any other trees and create saplings, you could win against it.

(Then again, they didn’t specify if only burning the trees down would spawn the monster, because then you could just get rid of it with toxins or something along those lines)

If I remember correctly Jonathan died by burning a piece of wood made from 060 in his fireplace, then Alpha materialized and the rest is history.
