In this case, you aren't "killing" it, you are "torturing" it, since it still remember it death and still remember the painful feelings that lead to death.
Though for what reason are you "killing" them? If it's for experiment, then yeah, the latter is prefer. But if it's for anything other than that, then 9/10 will say the former.

We could start an utilitarian argument and conclude that killing the rat is "better" but by being sapient the rat is on the same level as us and have the same rights as us.

Killing him, or in this case, torturing him when he hasn't done anything wrong is unethical.

The Foundation could do horrible things, but they are still the "good guys" in a very ultilitaristic way.

The committe is how they "control" themselves to not do something bad without a real reason.
