@Newholder it's not keter because SCP-3375 so far isn't particularly dangerous. Keter class isn't only for those who are really difficult/cannot contain, but also for those who can be a treat to humanity. 3375 has been confirmed to behave similar to regular garden snakes aside from its intelligence and ability to appear anywhere.

@Newholder its appearances are predictable, i.e. in aquariums in europe and in north america.
@GodlyCash keter doesn't have to be dangerous scps, a common house cat whos only anomalous property is that it can swap with any other cat in the world at any time will make it impossible to contain therefore making it keter. A literal universe destroying button would be considered safe because it can be put in a box and no one can't push the button.

@Edixo The sneks can't be contained by nature; you can't lock them in a box and forget about them. They aren't particularly dangerous but the classification grades how difficult it is to contain, not how dangerous it is.

The other part of “containment” is how hard it is to keep it from public eye, or rather, convincing them that everything is normal.

These are just garden eels that want to eat and produce coins to pay for their food. Easily explained away as a trick
