I think the last part was about weapon production companies supplying the troops fighting in the dungeons, they know is easy money if they can sell stuff to Odin subordinates, but as dungeons didn't break out everywhere as in the original timelien, got completed or outright deleted from MC the demand is much lower than it was originally, with the day of beginnings and the arrival of monsters who sell weapons thought it was the start of a new era of gains, but with the change at the end of MC becomng the Doom Man and closing them things changed, dungeons wil still appear but with Doom power they are limited, not everywhere.
Given how the Old One was on the losing side Earth was invaded by Doom dungeons, and MC that was a low ranker only seen some I think he never met this "elves", Old Ones subordinates were fighting their own war too and probably there was never any interaction between worlds.
I'm just speculating, the information we got is too spread to say more.
