@AlmondMagnum I generally agree that it's a mistake to not deliver a punishment you promised.
But in this case it serves a purpose.
Had she promised a whipping, they'd be afraid of another wipping.
But now they'll be afraid of something even worse, an execution.
And she doesn't even need to threaten them anymore because their aching backs remind them every minute for the next few days.
She broke their resistance. And because she even reduced the punishment they can't even really hate her.
Add in a first successful battle and they'll be loyal til death. Had she executed some, the rest would treat her with respect and fear instead of true loyalty.
