Yes, because American bra cup sizes and Japanese bra cup sizes are different.
Japanese G-cup is the same as an American E-cup, which is the next size after DD-cup.
Japanese bra cups start at A and go up sequentially. American starts at AA (equivalent to a Japanese A) and then also has DD (equivalent to a Japanese F), hence the discrepancy.
And other countries have their own scales which again contributes to the confusion when someone in one country talks about one cup size and it sounds off to people from other countries.
