Number next to cup size is the circumference below the boobs. The number after that is the circumference across the boobs. The Japanese system measures in cm and rounds to the next closest 5cm. The measurement systems vary between countries so this is only valid for Japan and countries that use the same system like South Korea. America uses a different system and Europe uses another different system.
The cup size letter is calculated from the difference between the two circumference values.

Using the I cup example both are I cups, because the difference between the circumferences is 30 for both. But visually the two are different, because the lower example is 10cm larger in circumference.
