Well, yes and no. Solomon is the best example. Sure, his talent is based on him being able to summon demons in the Bible, but his historical existence is, if not confirmed, at least questioned by historians. He is a human to which mystical powers have been attributed. If it was only that, then yes, Daji would be the same type of existence as Solomon. But what Neumann is saying is that Nightingale is only a returner of Daji or Tamamo no Mae insofar as they represent the Nine-Tailed Fox, which is far more mythical than Solomon or Daji on their own, and effectively not a human at all.
I think that's what's implied by Tesla in ch.69.5 p21 : the "Book" is the key to imprinting. The same way Albert was imprinted with knowledge of quantum physics and Einstein's life, another kid would have been imprinted with knowledge of the Nine-Tailed Fox. That's not quite a "natural" reincarnation, but an artificial one.
