or that just comic authors and their usual character draw like same other character but with different hair thing

I imagine it's incidental and that the girl from Evie's former life is her own person - but artistically, she's depicted as similar to Elsa as a visual metaphor to tie the characters together in terms of how Evie relates to them.

Or, she has also reincarnated, but as Elsa - only sans memories (plus our Elsa here is allegedly a copy of the original, and had no memories until she grew up with Evie once our MC went to the past - which would conveniently explain why this Elsa has no memories like Evie does if she is the old friend reincarnated) - but I have nothing to support that hypothesis.

Someone else reminded me that this series opens with Elsa about to jump from the rooftop of the academy, while being whispered terrible things by the Villainess system. Evie saves her this time though.

The villainess system takes on a while new potential meaning, especially considering what it was saying to her on that roof and how she was confused about how she'd even gotten there. It doesn't really matter if this is a reincarnation of that girl or not. Either way a lot has been added here.

It also makes Evie's decisions to fight the system this time have more meaning as well. She made a different choice. And as someone else said, the title now has more depth too

I've enjoyed how the series has progressed. To me it's been clearly intentional with it's decisions and they've typically revealed themselves to be good narrative choices. This one especially.

Implying that IRL teachers are any better, lol.

Also, maybe it's just coincidence, but her current aspect is her real life face + the hair color of the girl who she couldn't help...a subtle way to always remind her and "haunt" her?
And Elsa is pink-haired that girl, so likely that this story is her story, too. Heck, she might even be the soul of that girl, reincarnated, and the grudge curse the girl's own, too.
