Censorship in these cases is at publisher level, so there are actually no government guidelines, except for the prohibition of pornographic and obscene content that are forbidden by the law (not dissimilar to the laws in other countries, only with a way stricter application and interpretation). The main issue is that self-publishing, at least for profit, is forbidden. Most authors that got involved with the chinese judiciary and got convicted were for self-publishing.
Some authors even put versions of they artwork showing kisses in their social. Some publisher may be more lax regarding this, I do remember some manhua where the lesbian kiss was shown (albeit the translator could have used the social version instead of the published version).

The government is certainly responsible to have create the culture responsible for this censorship to exist.

Iceky, if I identified the author correctly, I'm nost sure if she even publish in china. Her work is found on pixiv / twitter, and use fanbox. Not sure if she use a VPN directly or have a proxy outside of china. She do have a weibo account, but it's quite downplayed (for the few content I was able to see), however material related to her stories are present there, so I'm not sure. MAybe she did publish or have the stories available for free, without all the pornographic bits, or she just rely on the users with a VPN and pixiv access.
