Putting aside reasons being discarded like signs of hepatitis and STD's, that's a lot more blood wasted from donations than I thought it would. If the (dust) vampires are immune to those diseases and don't care for the quality, then yeah, that blood should be put to use for a good cause.

I don't know the name of the trope where an author gives the bad guy a legitimate grievance and tragic backstory to make things complicated, but then they realize that'll make them too sympathetic and make the MC look bad fighting them, so then they're made to be this unhinged homicidal lunatic. I bet the MCs will somehow solve vampire racism in like two chapters but they'll do it the "right" way and be really nice about it.
