Please help me look for a manga

I've read this once, I can't remember when but now I can't stop thinking about it. I'm currently looking for it myself but no luck yet..

The main thing I remember about it is that the male MC has tiny wings on his neck, he has like these... Spirits(?) as his fighters and he can't sing his voice is horrible unless the air is purified(?)

There's another character who used to crossdress as a boy but is actually a girl and she's the queen of their country...

Their country's people aren't suited for earth air so whenever they come down to earth they need to take or do something... That's all I remember

I found lots of examples of characters with "head wings", but the closest of anybody (MC or not) with "tiny neck wings" is this guy:

It was in a forum thread (not here on MangaDex) about the increasing prevalence of "head wings",
which discussed how the limb-like nature of wings was stripped away in favor of "rule of cool".

What a discussion that must be. I have so many questions ^{_{HOW IS THIS EVEN A RULED-COOL THING!?}} but at the same time I don't even want to start. But I do. But I really don't.
