Might have been a localization so people reading this in English would get it without a translation note. They would've probably been dialing 110 (police) or 120 (ambulance) there. However, some English speakers would be more familiar with 999 or 112, for example, so they probably should have just used the note especially since it would explain whether the joke was that they pitied him enough to call for an ambulance or wanted to call the cops on the sister.
