I wanted to say that it might be a rule only for the prelims, but looking back there's a bunch of pokemon from other regions shown there too, so maybe the author just forgot or didn't want to include pokemon past gen 3 or something.

They might be working off technicalities as well. The phrase used was "Pokemon found in Kanto" and I think most of the ones shown can be. Houndoom comes from houndour which can be found on Kanto route 7 in GSC. Eeveelutions can be evolved anywhere via friendship. Crobat is also a friendship evo. Xatu appears as Natu in the Ruin Valley of the Sevii Islands. Aggron is the only one I'm not sure on as afaik he can't be gotten in Kanto in any of the games. Aron can be found in the Johto safari zone in HGSS though so maybe they're lumping the regions together? Or maybe because he is a champion he gets exemptions? Dunno.
