Its a tool the goddess gave the country in case of emergency if there ever was a disturbance she had to deal with. Not something to be used to summone her just to for fun.

Oh man...I don't even...how did they reach the conclusion, that using an artifact to summon the goddess, that is buddy buddy with one of their enemies and despises war, after they participated in a war on the aggressors side and antagonized said buddy, would benefit them? How freakishly ignorant and incompetent can they be and what kind self-righteous indoctrination must have happened to make them this way?

Also. It's alright to help the empire to develop in a peaceful way, everyone benefits from. But by either telling them about land that can be colonized or another nation that can be traded with, that's like telling them, "You bad person!
