Hibari-kun was held back by being 1.a gag manga 2.in the 80s 3. But mostly because the titular character was treated more like a set piece than a character with thoughts and motives starting around 15% of the way in

Wouldve been alot better if they continued even after the start of them dating. But it make sense, theyd have to find another goal and plot.
