Kind of both? She's self-serving to the extreme, and enjoys pitting people against each other, Akira included. She gives out information, but only bits of it or in ways that direct people down a path that suits her. She does help out Sheryl but only after he forces her to, and she's always scheming. But she's a weird kind of evil, it's more for sport than out of an actual desire to see him dead. Basically she's completely untrustworthy but has a lot of connections and is valuable.
