oh no, that not how it work. in rebuild world, if you are by any chance born rich like son or daughter rich merchant or city executive, you will live for whole life inside inner wall or middle wall distinct and maybe never see any monster, let alone want to buy equipments. the "powerful hunters" they talk about was hunters can stay alive after kill bounty monster to get $ and buy new, better equipments and become "powerful hunters"

trust me, when come to "powerful hunters" term, they not sit in fancy tanks, they sit in gundam suit. and later, we even have kaiju mecha too

Right every single hunter around is some slum rat that worked his way up, that just makes sense
yes, they all are, no normal ppl would want go out and fight monster that 10 time bigger and faster than them when they can just stay in behind the wall and live happy life. some extreme rare case like reina, which is by the end newest ln is only 1 so far from inner wall became hunter but that is because liontail power struggle so she have to move out not because she want to become hunter
