@Bakauguu looking at the context, he probably still can’t fully use 8 and 9, considering the backlash to his body. He probably had to push his body to the limit, using a power well beyond his own strength. 7 is probably his normal upper limit, the point where he can safely use the power to its maximum.

@CrimsonEclipse18 probably. It's all about the wording and understanding. Back than I probably interpreted it as "I can barely use level 7" (not barely manage to use 7 to it's maximung, but barely able to even to control myself when I use levell 7) and went Level 8 (or 9?), which seemed weird.

But it's so long ago I don't remember it that well xD
