We don't know for sure yet but probably out of political reasons. Can also be a culture thing, all dragon emperors had a harem so he also should have, something like that.

I assume it's historic and political... he's stuck with tradition.

Having a harem is probably to avoid conflict by just taking all offers instead of offending a race or Kingdom by picking and choosing, it seems like picking just one would cause a lot more tension.

I also assume royals in the past were more concerned with lineage and offspring than the current so all the women, more babies.

My assumption has been that each consort is like a political hostage from vasal states. Nothing to do with not offending others, everything to do with keeping them in check by stealing their precious daughters.
