He dismissed Itsuki as a stranger but he's the closest person Toya has to a child hood friend. Based on what toya knew that was the most effective way of communicating the situation and toya believed itsuki would also be interested in the power. So he clearly trusts itsuki enough to be comfortable revealing it.
