You gotta understand, while the girl has laid out quite a few hints she does also keep pulling back and teasing so even if he ks sure of it himself there is a degree of uncertainty from her pussying out. By asking her he would remove that but if she then rejects him, the siuarion becomes super awkward and it would feel wierd as a guest. He doesnt want this trouble to haoppen so hes refraining until he is no longer "taking adavantage" of her kindness. The same could be said for the girl, if she actually says oit loud that she likes him it would be super awkward if its onesided since then it would feel as if she was only helping him because she likes him and not out of kindness. Its a bit frustrating, especially cause we have insight into their heads but i think its reasonable from both sides(tho i do find the constant sexual harassment a bit lame).

This is actually a really good point and a valid explanation. If only the author had thought of it...
The author is clearly dragging the story out and no amount of excuses can save that. I've seen the "I don't think I could hold back" line so many times that it makes me throw up in my mouth a little when I read it. The characters as they are now are just stupid teenagers who aren't thinking ahead whatsoever so even though what you said would actually be a fair plot development, it wasn't conveyed at all and instead the writing is lazy and cliched.

So it’s awkward to confess but it’s not awkward to hug another person while whispering into their ear “this isn’t close enough”, or the fact that she literally kissed the guy?

He knows she wouldn’t reject her confession, and vice versa. The only reason it seems he won’t confess or show signs of affection openly is because he’s “afraid” to succumb to his hormones and desires, as if they would remove any and all rationale from a person.

She already knows he likes her, made obvious by his reactions and behaviour around her. She isn’t stupid. The author is deliberately dragging out the confession part to pad out the story and suspense. It has nothing to do with “avoiding rejection” or “not to make things awkward”.
