Amo is really stupid, fooling themselves, and are obviously being used by some malignant person or group to weaken the country further. Considering how much magic has weakened since the heroes overthrew the demon lord it seems someone really wants to stamp it out completely before making a move. Usual trope would be a demon doing it so when get a new demon lord or leader the demons would have an advantage in magic while this country wouldn't be able to do anything to attack or defend with magic. As for amo being stupid and fooling themselves that's by linking the use of magic with war. Magic is just one tool of war to attack, defend, or support with, not the cause or the only tool of war. As long as people are greedy and want more land, territory and power there will always be war between them, the people they're trying to conquer, or their previous victims. Even if amo did do away with all magic in the country war would still be fought with swords, armor, bows, and other weapons. Especially if you have a bunch of battle maniacs in high positions or those with grievances or overwhelming prejudice with other countries.
In any case, seems like Able still needs a crash course in human interaction and common sense. On the other hand it seems running an hour a day on the treadmill is paying off quickly. Although if doing it on the chance have need again, rather than just exercise, he'd be better off running outside on uneven terrain with hills and slopes. If need to run there's no guarantee he'll have a flat surface for the entire run like on school grounds. While the treadmill can help make him fitter due to it being a constant pace at the same angle will be detrimental if next time he has to run in a hilly area with lumpy ground as compensating for the slope and lumps will wear him out faster.
