Aoki the Dragonslayer was Ryu's handler among other assignments, and her relationship went from Professional to Personal, which we have seen has gotten her on the shitlist since shes been shown at work close to the bottom of an Office Heirarchy. Shes also still employed so information with a Need to Know basis isnt getting her fired, considering the ammount of Unscheduled Leave Aoki has accrued in the last in universe month, so we can assume shes still working at the "Buraeu of Paranormal Affairs" especially since she knew that the Homeroom teacher is Ruri's handler and she has her Work Katana at home in an accessible position.

What i would assume it to be is that Ryu is mostly a normal Modern-Fantasy dragon. Big, Horny, does alot of work on the stock market. Aoki is a pervert since she actually took him, but for him and other dragons its generally normal, although unusually something meaty rather then Toyota Prius shaped, was utilized. I don't know, I was thinking the same thing, but who knows, maybe it's just the way things work in Japan, I guess they assume the storm will last for days and after the school festival comes exam time and the third years will have to start preparing for the college entrance exams and there won't be time.

But yeah, you'd think they could just change the date and be done with it (or like you say, it's just the world of manga).
