He said he was placed to supervise her, this implies that someone put him there, and the fact that dragons have a deal with humans to coexist and that there are doctors with experience in medical treatment for dragons implies that there is at least one organization or group of humans that deals with dragons and have some understanding of their physiology and abilities.

I like how you take other people's comments out of context and at the same time complain about understanding the text. Firstly, the fact that I call him an ally already means that I know who he is. My comment was only a joke about his vibe, not an attempt to suspect the character of anything. Secondly, Mangamoz didn't say he didn't know who he was. He just said that since he knows a lot about dragons, that means there are quite a few of them.

-First chapter when ruri horn appear and the classmate reaction, that was good.
-Then she having fire breath in class everyone watch, the composition, angle and stuff that's really really frickin good. I literally have goosebumps when i first read and still hyped everytime i read it.
-the electric appear in class, that's above good, not just normal good. But not the level fire breath.
-when she flexing electricity she's mastered kinda meh, i can't remember till i re read all the chapter. Can be good if the angle were different.
-venom was meh, well i can cope with "what are you expect with venomous stuff"
-and then this. . She use lightybitty to change weather. Im sorry i cant cope, my hype and expectations too high lol, my bad.
Composition, the Ruri's angle when do it in few page at the end was suuuuper meh. I learn bit of illustration and manga works to understand why I'm feeling hype goosebumps when read some manga and why not other.
In my opinion, it could be better if:
Page 17. Ruri start lightning herself like that is good but with horizontal large panel like 3/5 of full page panel.and then 2/5 the remaining panels for zoom out showings ruri at rooftop with the big lighting . The zoom in eye i dont really make me ✨✨. Or if you really want to make the eye, since that was page no margin type, could be from above front, since previous panel was side, and the size panel medium full horizontal, so it appear small but big enough.
And then the full page lighting with building /page 18 could be 3 large panel like the cloud start to vanish 2 large panel separate, and 1 panel ruri exhausted from above view, full panel page with out margins and it just show building school with lighting is just too much and not so important and make feels something.
and last page could be like the same, but larger view without the cloud disappear HALF-FULL LARGE PANEL.
Personally prefer the friends reaction and the girls comes up to ruri be in separate panel so i could get more feels and ✨✨
The build up in page 15,16 was really good and the just wiiiiiii freefalling go meh, ruri pose in page 16 last panel was good, showing ruri from above with out showing the roof background can be opening too with the page 17 my version.
Or this could be 2 chapter separated, this chap would just Ruri do things and next the flashback moment. This could make big room for capturing the feels ruri change weather.
I mean in the end this need flashback things to make this not so stretching the story and losing reader patience. If this chapter made in 2 chapters instead i think that could be good too for calm the hype before whatever ruri would come up in the sportfes.
I don't really care bout who is who and who is what. What i care and want to see is the feeling of ruri show things, slice of life with ✨✨ stuff and cool composition. The reasoning is good tho, logical fantasy. I hope author cook better next.
Oh i just think bout new other version with just little revision on pages 17~18.
17, ruri zoom in eye could move little bit to right so the ruri lightning could be captured better.
18, could be 2 large panel showing ruri zoom out in roof and the other that building with lightning.
