There's exceptions to this, horses and donkeys, dogs and jackals, tigers and lions and so on. Not to mention plants, which readily hybridize and push the notion of species to its limit.

I'm agreeing with your examples here don't get me wrong, and aren't the examples you gave are like very very close in terms of genetic similiarities? Unless it's confirmed that humans and dragons are really close relatives on the evolution ladder, I can't see how it is biologically possible.

The offspring of donkeys and horses are infertile, but donkeys themselves reproduce normaly (or they'd be extinct).

Idk, maybe dragons can take on human form down to a cellular level. I doubt the mangaka gave it too much thought.

Now on a more serious note, I expect this "destroy whole world" part is not just mindless violence. I expect either a straight "Draconic factions will fight between them in the near future and that could blow up Earth" or it means that it was the solution dragons have arrived to in order to save the planet from humanity's harmful activities.
