On the risk of sounding like a complete fucking nerd, I'll bite.

That angle wouldn't fly at this point in time.
Since Etra used the same type of circle to erase the memories of the capital and it can easily be deduced that she doesn't need to keep providing any additional resources for that effect to keep running (given that she was away from the capital for so many years), it implies that, once the magic circle is done being cast, it becomes independent from the caster (maybe with the exception of the caster becoming deceased, not enough information to confirm that).
Therefore, rather than stating that the magic is still running (p.e. the brainwashing magic), it's more accurate to state that the effect is perpetuated until the caster decides to click the off switch.
Which leads to the arguable conclusion that the condition of "magic prohibition" would not suffice to cease the magic circle's effect, aka the barrier.

P.S. - Another favorable argument for this conclusion would be the "magic prohibition" circle itself; if the magic circle itself fell into these conditions, we'd have a paradox that would make the very existence of a magic circle with the "desire" of "magic prohibition" an impossibility.

That doesn't really make sense either because if the effect is "perpetuated until the caster decides to turn off the switch", then disabling the caster (which the demon states here as a valid solution) wouldn't do anything either, because nobody would willingly disable their magic for the opponent that killed them. The death of the caster force disables the circle, which implies there is a connection between the caster and circle, if the circle is able to detect that death, which a total neutralization of magic could easily be written as emulating.

I would say there's no reason to not think Etra has to constantly send some amount of magic to her circle, either. Requiring a constant connection doesn't mean she has to constantly be funneling tons of magic to it. Like a program that needs an internet connection just so it can validate a license, you could easily write hers the same way, as having some kind of magical flow from her to it, but still minimal.

It still works if the magic circle is configured to use surrounding mana instead of the caster. In which merril just “drained“ the original magic circle of it’s power.
