Can there be a single character who's had a normal childhood in this series please (I mean we knew the detective's wasn't but still).
The closest would be his assistant so far I guess, which still had his mother die at a young age (which happens but isn't the norm).

The police actually being competent in a manga? What a rare sight to behold...

Calling them competent is overstating it. The only reason they did anything was because of how blatantly obvious the abuse was, since his mother was severely mentally ill. If Sachi had gone to the police to report, there's a good chance her parents would have been able to talk their way out of it, since they keep up the appearance of being normal citizens.
