It's not "imposing" on him, it's military orders. They make it seem like they're imposing on him as a courtesy, and because it's written by a Japanese author and politeness is ingrained in their culture. The reality is that as long as he's considered active duty in the military (which he is), "requests" to sortie are essentially the same as "go sortie".
Don't forget that the whole point that he's here at the academy is for him to build a human connection. He's made to tutor people so he identifies with them. He's "given" a partner to have someone to care about. The whole point is to make him care about coming home.
The MC is already borderline psychopathic; no empathy for others, no long term planning other than wanting to retire and do his own thing. He feels nothing when he sees other humans die, he doesn't get why it's important to avenge/be avenged and what not. He's essentially a child soldier, but with much less comedy than Sgt. Sagara from FMP. And to top it off, he's a child soldier that the military can't afford to let go off, which is why, again, they're "rehabilitating" him not out of concern, but because him retiring is the equivalent of several nuclear missiles disappearing at once.
