Edit: I had time to think on it, and if this guy is putting a hit on Yohji, then there's two likely scenarios: either he doesn't know Yohji is human and is eliminating what he thinks is another drug manufacturer, or his organization already has another human and he wants to eliminate any competing source of new relics so his organization has a total monopoly.
