I'm guessing it is something like the frustration of reading a romantic comedy series where the leads are a nigh-perfect match but talk right past each other, misunderstand the subject, or act coy beyond reason.

I may be projecting.

Post Script: Given the blush and dialog from Ch.2, Toifa may herself have an interest in Shayu and thus the casual (mis)communication between her and Itsuka proves irksome.
