The police that are shutting down a child exploitation ring are being treated like the off-screen villains of this story. Maybe the "police" shutting everything down is actually the publisher.
It's sick that the kids are implied not to cooperate with Law Enforcement but it's not unheard of for only the exploited children to be punished. In corrupt areas like California, the child prostitutes are often arrested by state police but the ones exploiting them are let go. Federal ICE agents are the only ones willing to arrest the adults in those cases to break up the networks, but they get so much flak from the press.
