Such inefficient system. Giving quotas even to those who are not capable yet exempting people because of position . In a fair society being class F power would be considered a disability. Even those who have mandatory military service has disability exemptions.
No wonder they have trouble with stampede. If you have quotas what will happen is they will just do the bare minimum and not go the extra mile.

Not that I don't agree, but expecting logical governmental systems from junkfood manga is a fools errand.
The system presented here isnt much different then recent dungeontuber manga where minors are allowed to delve dungeons, and even stream themselves doing so, yet the payout for loot is only a fraction of the market price. The reason given was to reduce minor fatalities because desperate kids couldn't earn a proper paycheck.

Why is he even participating in dungeon dives if he can just turn in stones at this point? Every time he does, something suspicious happens. It would be less suspicious if he just kept his head down and told people he already found a new group or something.
