As I figured from the last chapter, he's going to save the fortress from it's own logistical failures. It's not really a miracle prediction, so much as "that's really the only thing he COULD do." Organization is a mess, there's racial tension in the ranks, there isn't enough food to go around and what exists isn't being distributed fairly. Some of those problems are solvable, some aren't, but all of them could be ironed out on at least a temporary basis. And that's presumably what he will do.
