This is just my assumption, but she and the other council members are probably just done.
They've probably tried pitching for years to save the shopping street but got red taped because Land Owner dude there wants to sell the plot to a developer.
He might be chummy with the local government yadda yadda yadda.
I've been to one of these meetings in Japan and that was my first and last. It was painful watching the younger people trying to pitch ideas but this old dude in his 70s kept yapping about how stupid everything sounds. Later I found out, he's super old money and has a lot of hold on the land.

He hasn't said anything yet, but I kind of assume the property guy is mostly just waiting for someone to buy him out to make a high-rise or something. Revitalizing the district doesn't really serve that, so.
