I can honestly say I've never seen that in all the schools I've attended. I've seen some other things happen, but not ecchi mags in school. Reading material from outside of school generally isn't allowed regardless of content. The libraries are stocked with plenty of popular manga, but it's all been vetted.

I think we're talking about 2 different things. However, I will add that there have been several incidents in the past couple of years where books that explore adult themes were added to school libraries where young children had access to them. But that's a different topic entirely.
